Nintendo confirms that eShop products and services will still be different from region to region.

During E3 last week Nintendo of America treated fans with 3D trailers of their titles that could be accessed through the 3DS' eShop. European gamers patiently waited for the trailers and have continued to wait. Now NintendoLife has confirmed that the content across regions will remain different.

What this means for customers and fans is material available in North America won't necessarily be available in Europe and vice versa. What this actually means in terms of what will and will not be available remains to be seen but presumably localised sporting events and trailers will not be available in other regions. Nintendo of Europe did promise some exclusive 3D trailers soon however so stay tuned.
