Nintendo is going to release a device that allows you to use the e-Card Reader on the Gamecube, currently only useable on the GBA.

It is unknown if there will be any special e-Cards for it yet, but with a Gamecube Pokémon game coming out in Japan this year, it looks likely they will be utilized.

Nintendo are expected to make a full announcement soon.
