Nintendo have chosen to make Luigi unlockable at the end of the game, after you complete 120 stars and have a crown symbol for every galaxy. If players go back and defeat the end boss of the game (Bowser) all over again, they will be rewarded with the choice to play through the entire game again as Luigi, whose moves are the same, though his jumping and running styles are a little different.
